(Saturday, Dec. 10) between 5:30 and 6 p.m. According to Ofc. Jose Berrios, a woman was driving her car north on 43rd when two armed men stepped into the street at the intersection of Windom to block her car. They robbed her, and although they took her keys, they did not take the car. The victim contacted the police about 30 minutes later.

That was in 1971...before computers, e-mail, cell phones, etc. Of the 27 amendments to the Constitution, seven (7) took 1 year or less to become the law of the land...all because of public pressure.

In three days, most people in The United States of America will have the
message. This is one idea that really should be passed around.

*Congressional Reform Act of 2011*

1. No Tenure / No Pension. A Congressman collects a salary while in office
and receives no pay when they are out of office.

2. Congress (past, present & future) participates in Social Security. All
funds in the Congressional retirement fund move to the Social Security
system immediately. All future funds flow into the Social Security system,
and Congress participates with the American people. It may not be used for
any other purpose.

3. Congress can purchase their own retirement plan, just as all Americans
do.

4. Congress will no longer vote themselves a pay raise. Congressional pay
will rise by the lower of CPI or 3%.

5. Congress loses their current health care system and participates in the
same health care system as the American people.

6. Congress must equally abide by all laws they impose on the American
people.

7. All contracts with past and present Congressmen are void effective 1/1/12.
The American people did not make this contract with Congressmen. Congressmen
made all these contracts for themselves. Serving in Congress is an honor,
not a career. The Founding Fathers envisioned citizen legislators, so ours
should serve their term's), then go home and back to work.

If each person contacts a minimum of twenty people then it will only take
three days for most people (in the U.S.) to receive the message. Maybe it is
time.

I have to say as a long time non car want to be driving , ward 3 living, obama socialist voting walker that our new friends in the non car category are getting to be kinda a pain in the neck. That's right and to go further. Bicyclist need to learn to share the road and as well respect the laws at the same time if they want others to be accountable instead of making the rest of us fear them via the Council of DC's attempt to over regulate everything.

Since I'm one of those DC folks that have to run I spend hours every week on the road, in the parks and on the various paths and trails of our great capital region and I have noticed the increased presence of bikers on the roads and trails everyday

So I am now reading that our Council is considering the following.
The Assault of Bicyclist Prevention Act and in this day and age of over doing everything and fixing nothing by our City leaders this one is the grandest expressions of how out of touch with reality our Council is today.

32 To create a civil cause of action for a person who while riding a bicycle is the victim of an
33 intentional assault, injury, or harassment or the threat of assault, injury, or harassment,
34 and to provide for civil penalties, punitive damages, and attorney’s fees.

36 BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, that this
37 act may be cited as the “Assault of Bicyclists Prevention Act of 2011”.

40 (a) Irrespective of any criminal prosecution or the result of a criminal prosecution, a
41 person who while riding a bicycle is intentionally physically assaulted or otherwise intentionally
42 injured; threatened with physical assault or injury, whether by words, a vehicle, body part of 2
1 another, or other object; or intentionally distracted, or the attempt thereof, shall have a civil cause
2 of action in a court of competent jurisdiction for appropriate relief, which shall include:

Is our Council INSANE.... If a bicyclist cuts you off and you cuss at them they get to sue you as point 42 points out and they get reasonable attorney fees. Come on reasonable fees in DC could be tens of thousands of dollars and because someone said your an ass.

Let's face if we don't have rules on the books now that take care of Assault then these same Council member have failed the larger society and are now so hyper focused that they're reducing it down to someone having to be the "Word Police." Cuss at a bicyclist and you go to Court. Is this really the world that we want to leave to our children.

Mean while this same council is so awash in corruption charges, conflicts of interesest and corporate donations that they are eating cake and making stupid laws while DC falls apart at the seams. We need our council to back away from inducing new laws to regulate the citizens and get some on the books that take care of them. They are until that that is done part of the 1 percent because they have nothing in common with the rest of us.

I would invite anyone to come with me one morning to run along the Capital Crescent Trail or any street in DC. The bikers are getting out of hand. They have not one care or concern for the joggers, folks with strollers roller bladers and those of us that are running. They ride on the streets they ride on the sidewalks and they don't stop at lights or stop signs.

Before I get labeled an anti biker I will fess up to owning a few bikes. Had more till they where stolen out of our condo garage in Adams Morgan. I even raced (cat4) for minute including the Statue of Liberty-Ellis Island Foundation Bike race organized by Lee Iacocca which I understand to be one of the first Socialprenuring undertaking (doing good by doing events) and raced bike in triathlons long enough to have had Mayor Fenty sell me my first Nike Sock Racers out of his family store Fleetfeet in Adams Morgan.

btw I already have bikers that are asking folks to unfollow me on twitter for daring to exercise my right of free speech.

I saw this question posted on a local listserve and it really struck a cord with me because of the contrast I have been experiencing over the last 2 weeks. So here is what I shared. I have edited this from the post on the listserv.

IMHO the problem of MM was that is was unresponsive to the community needs. For reasons unknown the beer selection became pretty lousy, mostly conglomerate light beer vs of the micro and imports that were stocked there once. To further drive a stake into the enterprise there was very little reason to bring the kids there for a snack. The selection of stuff for them was TERRIBLE.

Compare it to the market in Chevy Chase DC, I actually tried to get the Tenley owner to go over there and see how they had a thriving market with the community in and out of it all day long. There is just no local in the not so marvelous market and the selection was unfit for our, or any, community. Yes I know they have a few choice selections, however compared to the competition like what is now available at Nature Coffee in Friendship Heights (by Petes) they are getting out smarted.

Now in fairness the recent owner did try to do some new things and was met with resistance by the corporate bosses. One example was the idea of having artists that play live music there have their Music available for retail (physical & digitally) This would allow them to synergy with the artists in the area, the music shop and live music fans. Considering the chain has a number of locations they could have expanded it.

So who knows is the model bad or was it just the owners. Now, considering this is the second owner @ that location~a look at the model might not be a bad idea. BTW if the owners of the Chevy Chase market, forgot name, where to open here we'd be in there all the time.

I have been thinking about our location verses where we just opened an office~ RockNville we have been impressed with how it went from a parking lot when we where first married and living there in 1996 to the thriving RockvilleTowncenter that it is today. In contrast here in Tenleytown We really have a few great stores and restaurants and the rest have no plan, rhyme or reason to be located here.

Considering we used to skakeboard & rollerbade all over the parking lot that was know as downtown Rockville; And now we're having dinner watching concerts and generally having a good time putting plenty of money into the Rockville economy it might be something to consider. So in kindness to our elected leaders please stop enumerating yourselves and family at the public expense and get to work doing the peoples business the example is only a train ride away.

To our community I know that many top developers will not come to this area because of the fear they have of getting dragged into DC molasses and our particular neighbor is know at best as prickly. I think we need to have our city leaders, and community "activist/HistoricalSoc/commiteeof*." folks all take a train ride up to RockvilleTownCenter this weekend and see what a revitalized community can look like.

btw I was a former Rockville landlord tenant commissioner and I will say that DC is way better then MD when it comes to this issue and that has much to do with the Judges that sit on DC's benches folks here might not like just sayin something to consider.

I am really at wits end with the DC Council member on so many level that I too have joined the ranks of throw out the bums. And the test for me on my support of Mary Cheh will be what she does about this gambling shame that CM Micheal Brown foisted into law in what has to be the most underhanded legislative process I have seen in DC in a long time.

I am also pretty shocked to learn that at least 12 member of the council said that they didn't know that they voted on the matter when it came before them snuck into the 2011 budget vote.

Let me address this point first! If you voted on a bill and didn't know what is in it your derelict in your duty or your lying to the public about not knowing. Either way our CM have betrayed the public trust. So what you do about this from this point forward will let the citizen of DC know if your with special interest or the people.

More importantly it's not even clear that DC or any other state have the rights to offer gambling since there is a federal law in place that bans gambling and prohibits bank & credit cards from processing payments called Unlawful Internet Gambling Enforcement Act of 2006

I wonder if the DC council with all the problems that the members themselves face CRIMINICALLY, need to bring the District into being the test case to see if online gambling is even legal.

So if your weren't paying attention or blinked the Chairman of the DC Council (Kwamme Brown) has decided to remove a Tommy Wells from the Transportation Committee because we're told~ to make a more cogent Council.

We are also learning that our CM Mary Cheh is to be the new head of the transportation committee. Hey who knows just maybe Ward 3 can get some funding for the roads that we have to maintain. Not sure I am happy to see her get the assignment this way. That is for another blog if ever.

Meanwhile we are also hearing that CM Bowser will now take over the Government operations committee and the handling of all of the investigation that are on going in DC. And as might be expected it was asked

BTW We have one of those "Smart Meters" and our bills have been considerably higher each month even before we turned on the AC.

So to answers Alan, If history is a lesson you could wake up head of Parks & Rec if your committee finds the Chairman responsible for not up holding the laws of the District, As if we had to tell him that purchasing TWO FULLY LOADED SUVS with tax payer money was a bad idea to start. What if we add the cost of the investigation into the SUV scandal ~ let alone any creditably we have a self governing city.

If you parking in the TenleyTown area anytime soon get used to the new system. It's a pay by phone parking system that D. is rolling out in our area now.

The plan seems pretty simple and it entails one having a phone and calling 877-727-5758 or the mobile app which is available for download at www.ParkMobile.com. They have a free signup and the app is very easy to download and install.

The best way to become a member which you need to be to use the service is to use a non mobile browser. There is also a need to have a credit card, your tag, yes that means your not beable to pay for your friends or another car as your are attached by the tag, plus a cell phone number.

Every official in DC needs to stand up for the Citizens rights or be replaced

Let's start with the obvious.

The official that called for the police needs to be replaced. The fact that they ordered the officers to remove a law abiding citizen, especially a reporter that is there to report to the community the outcomes methods and failing of government shows that they don't know how to run the public's business.

Clearly the citizens had no other choice other then to leave. When leaders become tyrannical and act with total disregard to the laws of the law and the spirit of citizenship the only other choice is removal of leadership.

Now for the officers of the law that have a sworn duty to up hold the law. These officers either need retraining or a new job. Our local law enforcement has been handed it ass in court so many times for just these kinds of actions if befuddles the mind how it keeps happening other then failure on the leadership of the law community to educated, train and enforce the very laws they are charged to uphold.

Having worked for years in emergency response with many of the local law enforcement agencies I know the officers face one of the toughest jobs in the world ~Law enforcement in the DC. However; when you put on a badge here you know this ain't Mayberry and you have to how to handle reporters it's part of the JOB and EOS.

I run Help Earth Foundation HEF and we just have been testing out a model of using events or goods in a community as a fundraiser and value add proposition for the business or service involved in the campaign is one of the extra benefits of this models and we sought to observe as well as the HEF has a 4 win mission.

In the case of Public Tenley,We established that on each Saturday Public Tenley would take the food totals and donate 4% to the Red Cross, National Capital Region Tornado and Flood relief efforts. The thought was it's good to help they where game; So we said let's give it a try. Mind you, This started as one event that we expanded to be each Saturday in May.

We're excited to hear from Public the total amount that this project will yield; However, what we do know is that thought the use of social-media and website united for engage their communities in a dialogue about how we can help from where we are; And, eating food is as easy as it gets.

Thanks to Tony Hudgins a hands-on owner from Public Bar it was a pleasure to work with him. Of course Linda Mathes our Red Cross National Capital Region head honcho (+capable staff) for seeing the value of being about of this community level engagement.

I would like to shine a light on a something I call a CommunityStars the on-sight manager Shawn Daugostine is an asset to our neck of northwest and his ability to help wrangle cats is impressive. Tip of hat ~Shawn

The whole point of this was to demonstrate that we could with no budget create and sustain a community level campaign that help raise awareness of both a new business and an ongoing calamity or situation. The neighborhood is the saved for last. Since they're the best part in this undertaking.

We all get overwhelmed with responses to disasters, there is the action or event, the impact when friends and family are involved and finally how can we help either directly or indirectly. I wanted to enable a community to do something on a very basic level and have it be used to help earth in a small community powerful way.

Coming together to dine at a new restaurant that is trying to establish themselves in a community notorious for it finickiness is a win for the business as they are now in the conversation, It's a win for the community because this business cares and understand the community better from the engagement. Plus with the donation to the Red Cross this will be a third win and alas as this is part of the Help Earth Foundation mission to communicate in the community we score another win for our 4wins.org

Ward 3 new neighbor, Public Tenley, is stepping up to the plate with some Help Earth Foundation-style activities.

This Saturday (4/30) from 4-8pm -- you, your family and friends can help out those affected by the recent tornadoes and floods by coming to Public Tenley to chow down. The bar will be donating 4% of your food bill to the collections we'll be taking in that day. All proceeds will be donated to the American Red Cross National Capital Region to assist disaster efforts and support those affected by the recent tornado and floods.

After 8 pm, Public Tenley will be showing the UFC St Pierre v Shields fight for FREE -- where patrons will have more opportunities to donate, and may be cajoled to pony up through silly bar games and some raffles!

It is pretty clear that our voters are mistaking a belief for a reality.

There was no way a GOPer was going to win and if they did win ~does anyone really think they would have an impact on the local scene. Consider that most of the stances that the GOP takes is against the very fiber of our city.

IRONY The GOP was going to shut off funding for the District, and most of them think the District deserves to be a colony of America and not full right citizens. I have not seen 1 of the Gopers running take a stand contrary to those beliefs.

Lets be clear Founders fought in this country to stop the taxations without representation. END OF STORY

Well not in the District, we don't have representation so we are still fighting and unless the GOP stands with us they must then stand for fascism's or socialism (or obamacare ) cuz what we have ain't the same thing as the rest of the country.

Until the GOP stands with us on this issue they are unelectable. Why would they run if they don't support home rule. To just get a pay check? And when I mean support I don't mean a Tweet or FB post. I mean stand up and be counted.

Now! As for this the winner of this election I want Ward 3 to know that Vincent Orange campaigners made a point East of Rock creek to say that he would stand up to the Man. And, He and Ward 8 council member Marion Barry are using Ward 3 as the boogie man for all that ales the rest of the city. They play nice when they come to Ward 3.

HEY to both of you and everyone else. WHO PAYS THE TAXES?

Ward 3 is the second highest source of revenue for the District, just behind the business district in Ward 2. We are not hurting the District, we are not hurting anyone! In fact the very people that say we are the problem have been on the public dole as elected representatives for 20 years each and their ward's are clearly still not living up to their potential.

Who really is responsible. How can my family and new startup business in Ward3 be keeping you down. Ask yourselves who is keeping you down? If your going to say it has to do with the color of the skin then I say it's impossible since your leaders over and over again have the same color skin. Or you'll have to admit the obvious that we need to look beyond color and election folks that will work for US.

If you look at the money that when into the winners campaign trough it was out of town money. I'll bet without looking too hard we find that a collection of overpaid executives from a certain monopoly donated the most to it. In Maryland folks run against this company here in DC we elect one of their lobbyist

What is no joke is that the folks that least afford to suffer rising prices and declining service just put a man in office that makes no bones about his willingness to be paid for by the very company that is going to be ramming rate hikes down the line and cutting off whole condos, town homes and single family HOA master utilities --they are trying to do now. All of us wait for the summer AC bills do you think VO will fight for US.

Again, The worst part is that when these leaders are outside of Ward 3 what ever the problem that community has~ it's because of Ward 3. Heck! It's allot easier to keep us divided over color then it is to stop the tide of corporate backed lobbyist that are now public officials and screwing us @ every billing cycle. Does anyone really think Vincent Orange can be objective and we all know that Marion Barry will now say anything to anyone to keep some power.

Considering that Barry backed Biddle then recorded a robo call yesterday for Vincent Orange the proof is in the campaigning.

It really is time of us to consider electing some folks that don't have ties to anything other then our community.

We are now entering the next election cycle and unless the lawsuit that has been filed to stop the April primary is not over tunned ( it was denied on the 15th.) this time next year we'll have done the whole thing over again and who's next someone from Danny Snyder's company get's elected.

So just like I did during the last general election I have poised a number of questions for the current slate of our fellow District citizens that happened to be asking for my vote come Tuesday.

While I posted my 1st questions here and only asked them of the GOP candidate that was running, forgot his name already, this time I have asked all the candidates to answer a few simple questions. And, I posted it on a blog that is aimed at all 8 wards and aptly named DCONECITY.com

Of course! I will be using the usual assortment of blogs, listservs, facebook, twitter, websites and whatnot to let everyone know who did and didn't respond and I will post their answers. As I am a big fan of open.gov.corp and dot org I figured I would use some these same tools to let folks see how I came to backing a candidate that I publicly endorse.

This is also the future IMHO. The fact of the matter is that having me or any other citizen ask questions, get replies and then make a decision is much better handled in this way. The old system of showing up some where with a few 100 folks to ask 1 question and hear canned speeches or worse with 20 or so folks and they all have checks is all part of the old ways.

Honestly with the tools available today I could run a campaign, target votes, map GOV and interweave a whole community for 1/8 of what these campaigns are doing today. It is a waste of time and if most of it is to buy media.that seem pretty insane in light of how important the whole notion of Social Media Citizen is NOW.

Besides! there is not enough money in your checking account to buy my vote let alone get me to blog about a candidate.

BTW I am calling it Cloud the Vote.

I believe we found the source of my caller that didn't have a station identifier the other day. Unless someone else was calling with the same poll. If it is the case that Clarus was the company calling I would say that not having their name and number show up on caller ID put off a load of folks just like me that don't want to be bothered. So this poll, again if it was Clarus that called, means nothing because others like me that won't answer if we don't know who it is on the other end are more then likely the 6 out of 6 ers.

I was pretty annoyed that they did have a listing and then when the line picked up to hear someone reading from a script. Let alone those pesky ~ FCC regulations. I didn't get to find out who they where or answer the question as the line when dead.

Sorry to break it to the Computer Guys if you think blogs have had their time in the sun they your operating from the dark side of the moon.

Blogs are growing in every market, In fact doing a quick search for blogs rate of growth. Because if you type in are blogs declining you get no results. I was at American University's PUBCAMP10 where we all un conferenced about the rise of blogs and how both public media outlets are integrating them into stream of awareness. IMHO this statement that blogs are dead would be news to everyone there.

What we do know is that what kids are doing is the future and according to researchers they ain't doing things completely differently....

Over the course of two shows the 4th and 5th grade students from Janney showed some real acting and singing chops. The costumes, sets and musical values where as good as I have seen if not even better then a few professional shows. Considering the family's behind the kids and the MOM's that got huge shout outs and flowers from the stage at the end might as well consider it professionally done.

I want to introduce a term here that I have been thinking about and even having conversations about over social media. Community Star. Who or what is that you ask. Well I have to say if you went to this show or know anything about what it takes to bring a community together then you know all about a Community Star

The children themselves where awesome and I am so glad that it is this generation that will be the largest segment of our society after 2012. These kids seem to get all the social responsibility messaging while shrugging it off being as that's what kids do now-a-days DAD! And the shows like American Idol, Glee and Camp Rock (anymore and floodgates of pain will overwhelm my indie music mind.) have show these kids an example of what your suppose to do when you get on the stage.

AND.......They did it and every one of those kids are a Community Star.

In case you missed it this has been quite a week in DC! Thus the stage was set for Mayor Gray and Ward3 CM Cheh to make already scheduled appearances at the 1st Ward3 Democrats meeting under Shelly Tompkins. While it did take the Mayor some extra time to make to the event.

He had to be at the White House for a Motown event, then travel over to the Kennedy Center to give the Key to the city to Earth Wind & Fire who was in-town doing a benefit for the Duke Ellington School for the Preforming Arts before his final appearance in Ward3. BTW Ms. Gray he did remiss about missing dinner, again. .

I have to say that for the week he has had this bit of film shows that the Mayor has a very deep emotional well from which to draw upon.

While he did answer questions about the issues of the week the Ward3ers seemed to be more keen to know what he thought about the appointments to boards, our budget and zoning questions.

While I am sure there where those that wanted to know more about cars and employees the reality of the hole that the District now faces digging out was not lost on Ward3ers.

In addition, it eliminates $25.5 million from the DC courts, which are federally funded, $15.4 million from schools, $10 million from the water and sewer authority, $15 from a forensics lab, $7 million from veterans housing, and more. Perhaps recognizing these cuts could lead to some chaos, they're budgeting a $12.5 million increase for the Capitol Police.

He said he had to! We do know and if you didn't know it the Washington City Paper cannot afford to play legal chicken.Now you do know what is at stake. Each time he shots one of them out with some request for discovery, hearings and motions it inflicts a monetary wound on the paper which over time is financially fatal to then or any of us~ That is not a Billionaire.

Irony is that Snyder is the owner of a major sports team that happens to just outside of the District or Upper Ward 9. So if freedom of speech and the need for a free and engaged 4th estate is not recognized here! Then we have no business telling Egypt what to do in their country.

So Back in Sept of 2010 I pointed out that there was no money in the current budget for a parking lot at Janney Elementry.

So again, I ask what are the parents going to do about this because the last bit of do for most was to try to reelect Fenty. The people that supported him have to stand with the few of us that dared to say~ "The School has not parking Sir Mayor.

I also believe that we in Ward 3 need to use the current At-Large race to put questions for the candidates to answers as to who will fight for the Kids and families of the District. To the folks that are going to try to point this as a nimby fight if you live here it's your right to say what you feel. Here is the #1 reason that concerns me about the recent call to have stricter enforcement of snow removal in the District as per CM Cheh proposed new legislation.

The District is one of the worst offenders. As one of the many avid walkers in the District I and many others face the very daunting challenge of circumnavigating the sidewalks of the District.

As long as I or others who regularly walk along this sidewalk (4600 Wisconsin Ave) it has never been cleared. UPDATE I posted to @MaryCheh in a tweet about this and it did finally get cleared. As this picture shows the same sidewalk in the previous storm and this is days after it fell.

However the bigger question remains! If the District itself is not able to clear all of it's responsible areas and this is two days later how can they expect everyone else to get it done in 8 hours.

How do we know if the current policy is working when so many of us see the same neighbors year-n-out not doing one thing to clear theirs.

IMHO this is the prime example of a #FAIL. This house occupies the corner of 42nd and Albamare and they NEVER EVER clear their sidewalk. In fact I did some major damage to a pair of shoes on Tuesday kicking at the ice so that all of us could safely get up the street. and last year during the snowmaggedon I walked up and cleared it as well along with another neighbor.

Again, what is the District doing, done or gonna do with existing laws and how come they never clear this sidewalk and send the owners a bill. I would also like to point out that those of us that use 43rd Street between Yuma and Alto often have to walk in the street since the both corner house on Yuma and Alton, West side NEVER clear theirs either and there in not a contiguousness sidewalk on the East side.. (BTW why the corner houses always seem to be the ones shirking this responsibility)

So before we call in the snow police I think we need to know what is being done now and how the District is going to enforce laws that they clearly don't abide by as well.

I find it very funny to be reading post from the DC GOP on twitter about how the present council member are solely responsible for the DC budget and all the while during the recent campaign session they nor their candidates running for office said a thing about it.

Now I suppect part of the reason why (I find it funny) is that most of the DC GOP ran on some foothold of love of the Fenty platform and how they would LOVE to work with him if we'll only elected him and them back into power.

So it would make them look pretty stuipd to come out now and fling mud at the exectutive so then try some kind of trick that wouldn't workin the back of woods of china.

Like what impact will street cars have on the street, citizens and overall well being of the District. This is about the greatest Marginal Utility of Public Good right.

This weekend at American University a national gathering of public media types took place at something called Public Media Camp (#pubcamp) and the experience as a consumer of public media and one of the folks that are now being reached out to by them as a local resource made it a multi dimensional unconference.

One core issues or concern expressed across both the radio and television public broadcasters minds seems to be the understanding that they "publicmedia" needs to get local. Car towed because the tag was 1 day expired. Really DC!

So our car was on the street w/ and expired tag for one day and it was towed. Is this what I get for voting for Vince Gray from the Fenty Admin.

Come on! what about the old ticket for for expired tag gag the parking folks love to do. How about the complete lack of notice from DMV about the expired tag. Yet with just one day expired our car is tagged for towing.

Get this I called the number on this sticker and said this car should not be towed.

If you look the person requesting the tow didn't even check off the requried two reasons for it nor did the even fill in the form correctly. Plus I called in and said (((((((((wait))))))))). I'll get it renewed and before I could they towed it.

How is it ~that Dave for Ward 3 supporters r so unaware of his background

I find it amazing in this day in age to ask someone that is acting as a supporter in front of a polling place questions about their canidate and they get it so wrong.

I stopped by to vote at my precinct and I happened to see some of Dave Hedgepeth supporters and I stopped and asked them questions about Dave.

They didn't know anything about him. Hedgepeth. I know personally that Dave dodges questions, because I asked him a number of them and made sure that he could see a link to them OVER AN OVER AN OVER and still no response.

The fact of the matter is Dave is aiming for higher office and he is using this campaign to be ready to leap into the race for Kwame's soon to be open seat. Dave the rest of the District is not such lay downs as the GOP in Ward3 and all those questions will be waiting for you at every event you go to ever time you twitter and from time to time I make sure that the neighborhood listservs that allow free discussion will get them.

I think that any candidate that is running for office needs to have their affairs in order and should be able to answer very simple questions about themselves, their experiences and their plan to be in office.

This should be considered a fair warning to the other Wards in DC.

The Office of Campaign Finance has issued a “cease and desist” order to the rag-tag bunch of Still Mayor Adrian Fenty diehards who are running a write-in campaign (which is called, Save DC Now). The order, issued yesterday, says that individuals associated with the Save DC Now used Fenty’s primary campaign literature “in violation of the Campaign Finance Act and failed to place the disclosure notices required” on said lit. “The campaign literature was used without the authority of the Fenty 2010 Committee, and the literature was neither donated nor contributed by the Fenty 2010 Committee to the Save DC Now Committee.”OCF says the write-in folk were ordered to stop immediately (like it matters) and could face $500 fines for subsequent violations.

Tuesday Oct 19th the District of Columbia will be walking down the same road that lead to firemen watching a house burn down because of a bureaucrat. Forgot or lost ID during an emergency no shelter in the Nation's capital.

The Homeless Services Reform Amendment Act of 2010 will require anyone of us no matter what the circumstances be able to prove we live in the District of Columbia. Heck reading it the way it's written. The Mayor can limit emergency services to any residents of the District at his choosing. .

Let say a giant ole hurricane bears down and wipes out 100 Billion dollars worth of property. Do you think that IDs are part of that property.

Having been involved from inception to hot-wash of the only large scale emergency sheltering operation DC has done, in my lifetime, for the residents of New Orleans at the Armory during Katrina. I do know something about this like- the fact that some of them showed up with nothing but the clothes they were given no IDs what so ever.

As I helped some of them down off the bus and saw that they had a robe on and slippers with nothing else but a little bag of food someone gave them along the way it made me sad and proud. I am not sure the sponsors of this bill understand what the purpose of "emergency shelter" means. New Flash if there is an emergency operation going on the people have to be checked in and processed. BTW The stories that we all heard at the DC Armory about the treatment and situation that others NO residenet found themselves in where horror stories. The District did a solid IMHO.

Why this is not needed. There is something called ICS Incident Command System and we are further governed by NIMS National Incident Management Systems and I don't recall an ID requirement being mentioned in any class I have attended~ I am 400 ICS certified. I do recall that we are going to check you in and establish your ID. We don't care if you have one when you get there because there is a system in place to start the process of ID'ing you.

IMHO the worst part if at the heart of the bill the unintended consequence is that it makes Doorman out of shelter managers and volunteers. The thought of me saying to someone coming to a shelter that I am running,

Hey! show me an ID before I let you and your families in is impossible for me to say.

We are not required as US citizens to carry an ID right. We don't have National ID cards and we don't ask someone at the door of the shelter if they have an ID. Now! if they wont participate in what everyone else has to as far as establishing an identity of themselves when entering the shelter then leaving the shelter is their choice.

I would also invite the sponsors to start getting involved in the CERT, Community Emergency Response Team. It's the basic training our government is responsible to provide considering that we face a 99 to 1 Citizen - Responder deficit. In this program the sponsors would come to learn how we have processes and realize that adding this Doorman role is totally counterproductive to how an emergency shelter is to operate.

Again, want in FINE, wont go though ID process~ come back when your ready. Because everyone in shelter knows no ID no funds and no way to track the individual.

I know we have to deal with the budget, however, we don't make the roles for anyone in emergency situations harder then they all ready are. No one wants to be there and if DC has created situations where this is becoming a norm then it means that our shelters are not operating as required; so a new law is not needed ~just following protocol will fix this.

Fellow residents of the District just tell your councilpersons to say no to this Emergency Bill and FYI a moral shift like this is not a emergency bill it's a community discussion; So let have it next time.

Coming from a background of farmers gives me a nature affinity for this concept, Heck I've grown corn, unsucessfully in my backyard, and gotts som beats and taders growin now. So anytime this comes up Im all ears.

The jest of the conversation was there is land in the area that is owned by DC.GOV/Taxpayers and private owners to allow the local community to use land for gardening.and could be in the case of private owners offer tax incentives

In the case of the public land like the triangles that are set every four blocks or so, we could use them for growing things. Considering the District will be soon be throwin out the belt and getting a rope to tighten our budget allowing citizens to take ownership of these areas will help to keep the community maintained and save money for important things like a parking lot of Janney which still is not funded ((((Wait for that blog it's comin))))

So what other areas of land does DC have that our taxes pay to maintain that could be converted into a public garden space or even a cooperative of local restaurants. There is one trangle down at Mass & 47th of a certain family doesn't mow it the grass gets about thigh high. This is before budget cuts that are coming.

This is a win win win win and when Marginal Utility of Pubic Good is used to look at this I dont believe keeping it the way it is would even show up on a curve.

We already have folks using the area between the roads for gardening and I have to say that it not only is a better use of the land from a productively viewpoint and the residents have a vested interested in taking an more active role in maintenance of these public areas.

As a parent it also makes me feel a bit safe when we are walking by these areas plus the kids love to see what is there besides grass or dirt.

Recently on WAMU there was an excellent discussion about the growing trend of those seeking gardening space with folks that have garden space. In fact our local University AU is actively involved in this area. So we'll be Googleing that pretty soon to add them to this discussion.

As to how to do this great idea. Well, we now have a variety of socialmedia tools that allows for organization and management of groups of people for causes, issues, operations. Example are disasters like Haiti, Equidor, Pakistan and our own Gluf. Each of these have used these very tools to help people and we can use them to do to this.

"WASHINGTON, DC – DC Public Schools has seen its first enrollment increase in 39 years, announced Mayor Adrian Fenty and District of Columbia Public Schools (DCPS) Chancellor Michelle Rhee today at a press conference."

Guess what when I first because aware in 2006 of the starting fact that 94 percent of eligible students where NOT enrolled in DCPS it kind of made sense. Thinking about it the schools where in such bad shape. Neither Cropp or Fenty talked about them on the campaign trail and few asked them their thoughts on it. .

I was trying to figure out why the community for the most part seemed blind to this and it was for good reason- 94 percent of them already said NO to DCPS. So what happed in DCPS was an after thought and they didn't really have that.......(((((Search this blog)))))) BTW if you wrote a letter about DCPC in 2006 or know of anyone that did send us the link or the PDF.

Which brings me to this election when I first heard Fenty campaign talking about Schools, Schools, Schools for the re-election theme it confounded me. Why would they focus on a segment of the city that so many votes/parent at least 91 percent already forgot about.

Oh yeah the Washington post will make sure that their readers will know it important and that Fenty was doing a bang up job w/DCPS. Since only 8, now 9 percent of us even had a child in the system who would even know if we weren't happy and then the post wouldn't have to talk about the looming financial disaster we face.....

Worse is the narrative that folks with kids in DCPS are too stupid to know what great deal they had and shouldn't question his or Chancellor Rhee superior knowledge.. This is really just a code for sayin the poor fools that cant afford private school like the other 90% PLUS couldn't know what wrong or how to fit it.

To me, this is the problem with DCPS. It's not the kids or teacher and even admin. It all of US....... And, our communities are not engaged............How can they be -- if over 90 percent of the kids in our community aren't in our community's schools. Heck the shools were so bad that Fenty even though he promised a few times during the 06 races that if he won his kids would go to DCPS didn't enroll them.

So it took a few years and the election of Obama with his heard of incoming Democrats and probably some polling data; Yet, finally Fenty enrolled his kids in DCPS. However not at one in their community he when out of boundary. Why perhaps because his community had pretty much abandoned the local school and left it for the poor folk much like the Katrina victims that couldn't get out they had to take what ever scrapes the gov felt the need to give them.

One leader wont make our schools better we dont even need the Obama's What we need is our neighbors to have their kids enrolled in DCPS. Not everyone of them just say 20 percent. What would our city be like if we had that or 30 percent...I dare say that politicians would do more then just pander.

BTW That 1 percent increase has more to do with the normally more affluent not being so flush and thus having to slum it with those of us that are too poor or stupid I prefer community minded.

H.R. 5702 will amend the District of Columbia Home Rule Act to reduce the waiting period for holding special elections to fill vacancies on the D.C. Council. This bill remains important in light of the upcoming vacancies created by the recent elections of Council Chair Vincent Gray and Councilmember Kwame Brown. In 2006, Ward 4 and Ward 7 council posts remained vacant for months during a municipal election year because current law requires the city to wait 114 days before holding a special election to fill a vacant seat. Norton's bill, done in consultation with the local government, however, will reduce that waiting period to 70 days. Enactment by Congress is necessary because this is a District charter provision which only Congress can amend.

Once again you have gone running to Congress for the work this is of and for the People. Your our representative, HOWEVER, you are not doing the citizens of the District any favors by allowing Congress to do nuts and bolts work of our citizenshipness. There is presently a very lame attempt to make it seem like a grassroot revolt is happening in DC and specifically Ward (3) Three on a number of fronts the first one being the very silly notion that Adrian Fenty our Mayor is going to run for office in this election cycle. There are a lot of things I have not liked that Fenty has done this will not be one of them.

So lets break the DC GOP and see what is under the voting hood and makes this party run.

In three of the biggest seats the GOP didn't even run a candidate talk about party #fail out of the gate.

So the other thing about the numbers that stick out is that your party show 2417 gop voters came to the polls. Yet after all the votes are counted.

Look at the GOP -Having a guy on the Intertubes from Sacramento, Ca try to undermine the system in DC. While you might not like it - the votes have put it in place and now it's time for the GOP to consider running candidates that are from the District and have District voters interests at heart. Well. Today those in the know had Lobster for Lunch. Because 19 hours ago @LobsterTruckDC sent out this simple message on a service the kids call Twitter.

In American University Park there has been a slew of random to premeditated home invasions. When we first moved into AU Park from Adams Morgan if you went out to be in your street or walk with your kids as they learned to ride a bike. Locking every door and winder in your home was not the first thing that came to mind.

Yet, you could lock and caddie bar the door and still become a victim of a night robbery. The criminals are so cocky now they are not waiting for you to leave the home should be sounding warning bells in a part of your brain that fancy words and Frat Brother Contracts recede and personal safety comes to the fore front.

The Janney site is immediately adjacent to the Tenleytown library operated by the DCPL and has been considered for a public private partnership. The proposed construction fits within the existing school property and has been structured in such a manner to as to not impede development opportunity in the parcels adjoining the school site. It should also be noted that the GMP Amendment includes a number of different options for parking on the site.

These potions include on grade parking and several below grade options. The GMP Amendment, however, does not include funding for any of these options and the Office has until January 15, 2011 in order to decide which option should be pursued. So lots of stuff is being said on our community listserv and to me any discussion is better then no discussion. Now the problem I do have is when someone or group tries to game the system. It recently came to my attention that the Fenty campaign is in Ward 3 enlisting campaigner to infiltrate our groups and post pro-fenty messages. Here is an example of someone that clearly is not what they are claiming.

Now I was wondering if all those in Ward 3 that fight nationally &
internationally for Fair Elections are aware that a major battle is underway in
the Nation's Capitol City. Let's go back in Oct of 09 when our council
unwisely passed the Omnibus Election Reform Act of 2009
which includes provisions for early voting and Election Day registration.

Why is this unwise ~because at the same time we don't have a fully functioning
Board of Elections and without this how in the world are we going to know if we
even had a legal vote come Sept let alone decide any BOEE issues..

went on something of a spending spree during the two-month summer reporting
period. Fenty's campaign spent $1.8 million, the majority of which went to
advertising -- including a set of six 15-second TV ads touting his
accomplishments and ability to deliver results. Of his 357-page campaign finance
report, 227 pages list operating expenses. Vince Gray's campaign, on the other
hand, only had 64 pages of expenses totaling just under $400,000 in a 524-page
report.
Of Fenty's large outlay,around $800,000 went to staff and canvassers -- lots of
them. On August 2, for example, the campaign paid 183 canvassers anywhere from
$50 to $1,450 -- over $70,000 in all. Similarly large payouts were made on June
21 and July 20, listed on the report as "salary/stipend."

Oh yeah, Did ya's know our Attorney General has given a get out of jail card to
a city contractor that is under active investigate by your city. That is like
AG Eric Holder sending a letter to BP which states that what ever Congress or a

On Wednesday evening, June 3, three civic associations in Ward 3 — the Cleveland Park Citizens Associations, the Foxhall Community Citizens Association, and the Palisades Citizens Association — will hold a candidates forum with three of the leading Democratic candidates for mayor, Leo Alexander, Adrian Fenty, and Vincent Gray. The forum will being at 7:30 p.m., and will be held at the Field School, 2301 Foxhall Road, NW.
The sponsoring organizations had to change the location for the forum at the last minute when Attorney General Peter Nickles intervened and ruled that the civic organizations could not hold a candidates forum at a DC public school facility, the Key Elementary School. The organizations had completed the Application to Use DCPS Facilities, were in compliance with DCPS’ policies and procedures for the use of school facilities, and had been approved by DCPS’ Office of Realty. Then Nickles intervened and overruled DCPS’ Realty Office and legal counsel. The Attorney General’s office complained that the organizers weren’t including all the Democratic candidates for mayor, and implied that the meeting could be in violation of the federal Hatch Act and the District’s campaign finance laws and regulations.
On May 15, Ward 3 Councilmember Mary Cheh, chair of the council’s Government Operations Committee, which oversees the Office of Campaign Finance and the Board of Elections and Ethics, held her reelection campaign at a DCPS facility, Murch Elementary School. The May 15 event was a true partisan political event, while the June 3 candidates forum is essentially a civic meeting. In both instances, DCPS’ Realty Office held that both events met DCPS’s guidelines for the use of its facilities. So what explains Nickles’ intervention to squelch the mayoral candidates’ debate?

With as many lawyers in Ward 3 this would be the biggest joke, if it weren't true. I guess if a Fenty staffer told the Ward3ers that the sky was green it would be deems true. Let's face it Ward 3 is the pocket book of the political hacks and does not even have the power to see that laws on the books are upheld by the so called AG that in every other BIG CITY serves the people ~ not the Mayor.

I guess when the Control Board comes back we'll get some accountability.

A dangerous spiral for Fenty and the District

"If the elections were held today, Adrian Fenty would lose." That from one of the District's most astute political observers who spoke to me this week on background because of his relationship with both mayoral candidates, Fenty and D.C. Council Chairman Vincent Gray. His observation wasn't poll-based, although a Post survey in January also showed Gray beating Fenty in a hypothetical primary matchup. His conclusion was drawn from his own soundings.

Other D.C. campaign veterans with whom I've spoken in recent weeks say the same thing: Adrian Fenty is in trouble.

And other signs suggest the mayor has work to do.

As a journalist and a Ward 4 resident, I have followed every Fenty campaign since his initial race for the council seat that he won in 2000 from four-term incumbent Charlene Drew Jarvis. Fenty has had a virtual lock on the ward for 10 years. But with roughly three months to go before the Sept. 14Democratic primary, Fenty has a fight on his hands in the ward that gave him his start. In fact, the erosion in his support is most striking in Ward 4.

At homes where green Fenty yard signs have appeared with regularity in past elections, there are now blue Vincent Gray signs.

Anecdotal, but telling: A neighbor and early Fenty supporter refuses to put up a yard sign this time. Another neighbor, a friend for 50 years and a member of Fenty's fraternity -- as am I -- is a first-time volunteer in a political campaign . . . to defeat Fenty. There's a lot of that swirling around, and it represents a sea change in attitude toward a mayor who carried every precinct in the city four years ago.

What's going on?

"They don't like him," said an observer privy to the results of a recent focus group. "Arrogance," he said, was the word respondents used most often.

"They thought Adrian was a 'homeboy' who appreciated the city's history and would look out for them when he was elected," the observer said. "But [Fenty] turned his back on the very people who worked the hardest to put him in office."

Who are "they"?

No surprises here. As the Post poll suggested, and recent interviews confirm, "they" are mainly, but not exclusively, African American residents who have abandoned Fenty in large numbers.

Still, it's ironic that Fenty is viewed so harshly among blacks. He can point to improvements, and not just in the lives of gentrifiers.

School performance has improved, crime is down, and public health and municipal services are better since Fenty's election.

But Fenty's personality seems to be getting in the way of his record.

Equally ironic, the two team members whom Fenty prizes most -- Schools Chancellor Michelle Rhee and Attorney General Peter Nickles -- are regarded as political liabilities in communities he must win over. Rhee and Nickles, in Fenty's eyes, are competent and tough; their detractors see them as disrespectful, heavy-handed officials who have thinly disguised contempt for the people in government with whom they must work.

But in politics, goes the saying, overnight is a lifetime. Fenty may still turn this around, provided he's willing to open up, better explain his style of governing and share his views on how the city should cope with the inevitable demographic and social changes taking place.

There's yet a more serious problem.

Fenty, as mayor, needs to speak candidly about the city's financial future. On this score, both he and the current council deserve a sound beating at the polls.

May 26, 2010, will go down as the most politically craven day in modern D.C. government history. I wouldn't have believed it if I hadn't seen it with my own eyes.

In a council meeting, Chairman Gray and his colleagues acknowledged that Fenty's budgeting, spending and borrowing are following the same path that led the District to financial disaster and congressional intervention. Gray and finance committee Chairman Jack Evans (D-Ward 2) told the rest of the council that the city's reserve funds were being rapidly depleted and that we are on a deadly downward trajectory.

So what did the council do?

Fearful of incurring the voters' wrath in an election year, they put their political butts first and the city's financial health last. They approved Fenty's $5.3 billion budget for fiscal 2011, with add-ons, and relied on the same irresponsible borrowing and spending that caused Congress to step in to rescue us in the '90s. The only no vote was from Evans.

Fenty's fortunes? Hell, if the election were held today, all but Evans should go down the tubes.

Remaining Pershing Park Plaintiffs Amp Up Legal Case - City Desk - Washington City Paper

When asked about the filing, Turley wrote in an e-mail to City Desk:

"The amended complaint describes growing evidence of the intentional effort of high-ranking District officials to destroy or alter evidence related to the unlawful arrests during September 2002. The amended complaint would allow a jury to consider evidence of obstruction, spoliation, and perjury. Regardless of whether the Court now refers this matter for criminal investigation in light of the Sporkin report and recent witness statements, we believe this matter should be put before a jury to render its judgment on the conduct of these officials."

Turley is now suing on the behalf of four of the victims of the Pershing Park arrest the District of Columbia.

“It is unlikely that we will see a resolution of these issues without a trial and a verdict," Turley says. "We have assumed that a trial would occur in this case for years. All I can say is we continue to look forward to Oct. 2010, when we can put these witnesses and this evidence before a jury.”

This should be very interesting............right in the middle of the campaign too.

Twelve Schools Cited For Suspect Test Results

District officials have asked 12 public and public charter schools with irregularities in their 2009 DC-CAS standardized test results to conduct internal investigations.

That little news nugget was tucked into the seventh paragraph of a joint statement by Mayor Adrian M. Fenty and State Superintendent of Education Kerri Briggs--released shortly after 6 p.m. Monday--announcing "improved and strengthened test integrity measures" that will be in place for the 2010 exams in March.

Fenty and Briggs said the names of the schools would not be released during the ongoing investigations.

The new test protocols--which include training for exam administrators--come after disclosure in September that Briggs' predecessor, Deborah Gist, had commissioned an investigation into the 2008 DC-CAS results at 26 public and public charter schools where reading and math proficiency increased markedly. That inquiry was based on "anomalies" discovered during an analysis of incorrect student answers that were erased and changed to correct answers.

CTB-McGraw-Hill, the firm that published the test and also conducted the erasure analysis, characterized the results of the analysis as "inconclusive." Gist nevertheless asked the schools in question to conduct their own investigations. Some did, but DCPS, despite two requests from Gist's office, did not. When Briggs took over in April, she informed DCPS that the probe wasn't necessary because the erasure analysis was inconclusive.

I guess they really needed to check it out before all of the students test scores are considered suspect.

Report: Rhee spoke to feds on Johnson's behalf - D.C. Wire -

According to The Times, Rhee met with St. Hope teacher Jacqueline Wong-Hernandez after hearing the allegations and promised to "take care of the situation." Wong-Hernandez said she was later called to a meeting with Johnson and one of the alleged victims and was told by Johnson that he and the 18-year-old girl had spoken privately and "everything was OK between them." Wong-Hernandez left St. Hope in June 2007, telling Rhee that the handling of the incident was a major reason.

It, the report, described three allegations of inappropriate actions on Johnson's part involving a female minor, who reported being fondled, and two young volunteers, who reported that Johnson went to their apartment and climbed into bed with one of them.

I hope Kevin never steps foot in a DC School.

Murial Bowser, chair of the council Committee on Public Services and Consumer Affairs, has scheduled a confirmation hearing for Vicky Beasley, an attorney at the law firm of Patton Boggs, to replace Betty Noel as the People's Counsel. This hearing is set for Friday, November 20. at 1:30 p.m., in Room 120 of the John Wilson Building, the Committee on Public Services and Consumer Affairs will hold a public roundtable on Beasley's nomination for Peoples' Counsel.

So it seems that we are going to have someone representing we the people that has no experience what so ever with utilities matters or litigating anything before the courts. If you look at Beasley's resume it shows someone that has been on the side of big companies which are the very groups that the Office Of People Counsel is up against.

At what point in time do the citizens of the District WAKE UP and say ENOUGH. I bet everyone is going to complain when Pepco, Wash Gas, and Verizon raise their rates and roll em on consumer service issues.

According to the federal government's Foreign Labor Certification Data Center, D.C. Public Schools submitted 46 labor condition applications in 2007 and 2008, giving Rhee authority to import hundreds of foreign teachers on H1B visas without having to make any attempt to find eligible Americans.

Mayor uses federal SUVs for recreational purposes - wtop.com

WASHINGTON - D.C. Mayor Adrian Fenty's use of government resources to facilitate his recreational activities isn't limited to a police escort while he trains with his bike team.

The mayor has used a federal Homeland Security vehicle to transport himself and his bike to at least 14 races in the past two years.

The District's Homeland Security and Emergency Management Agency has two large SUVs, which are detailed to the city from the U.S. Government Services Administration. According to records obtained by WTOP through the Freedom of Information Act, the mayor's Executive Protection Unit has signed out one or both of the SUVs 25 times between September of 2008 and June of 2009.

Fourteen of those dates coincide with race events Fenty participated in.

Fenty Spokesperson Mafara Hobson said in a statement the SUVs are meant for emergency use.

"The SUVs are for various emergency management functions and special events around the city to transport people and or equipment. For example, they were used this week during the water main break."

We are on Yuma St in the 4300 Block which does not have lines in the road and where it intersects with 42nd Street there is no stop sign and there is a great quite a hill to boot. So needless to say speeding is a problem and in the last month I have had to drive a neighbors dog to the hospital and play frogger with my life and kids to get to our car since there is parking on one side of the street on a regular basis.

WAMU 88.5 FM American University Radio - The Kojo Nnamdi Show

On the Kojo Numbi Show today, I just heard the Dept Mayor Neil Albert, Tom Sherwood, Mark Fisher, and Kojo talk about our Janney Tenely Library. I cannot believe that these reporters let alone Kojo, who has to walk in this neighborhood every day, could not seem to find the words to express the desire of so many of the residences to see the public property stay pubic. No! They actually took the time make fun of folks that want more for our kids not less.

By saying that kids need space to play and we are not just talking about the soccer field, which in the present LCOR deal would be moved? There is no green space at the school other then the soccer field. Have any of 'em actually taken the time to visit it.

Kids play in dirt and on asphalt there is no grass where they play during the day. That is a total avocation of our responsibility to these kids to provide a safe and inviting place to learn and play is part of that too.

Yet, We heard none of this during the few minutes that they took the time to cheerleader for a private developer and poke fun at public school parents. They just seem to scream develop, develop, develop dam the kids, the neighborhood and the public's asset

What they all seem to have forgotten to mention is that kids at Janney and those that use the library have been undeserved for half a generation if not longer by the physical state of the school and no real library let alone pool rec center or other thing that everyone of us had and others in the District seem to get as a matter of right.

If we allow apartment to be developed over the library (let alone the net loss of green space) it just seems that they would be total subsidized as the cost of purchasing & developing this land is no where near reflected in this pubic give away to a private developer. If kids live in them which over crowed local school will they attend,is there no critical analysis of this plan.

As for this deal! Why are no other developers bidding on this project? Who asked for Apartments? And, there is no way anyone is going to prove up front that they will actually put money back into the coffers of the District while at the same time a major slice of the public's property is being pimped off.

Besides the money for Janney was put aside years ago under the School Moderation Act so unless someone stole the money fix our school.

As a Ward 3 voter, I recently posted a comment on the Tenlytown listserv regarding Councilmember Mary Cheh's unsolicited newsletter that she sent to her Ward's residents. My concern was that DCheh didn't print the newsletter on recycled paper or use soy-based ink, which is friendlier to the environment. I asked the listserv for feedback if it's a good idea for Councilmember Cheh to stop sending out her newsletters to save resources.

I was really surprised by Cheh's staffer who responded on the listserv, “Yet again, the Republican Party gets it wrong. The newsletter was printed with soy-based ink on recycled paper.” The newsletter didn't indicate that, and the fact that the staffer used my political affiliation was really unprofessional.

Hello Paul how about the GOP tell us Ward3rs about your vision of DCPS and specifically Janney Tenley Library. Didn't ya get the notice of Cheh's Monday March 16th Meeting at 530pm St. Columbia's Episcopal Church about this subject. I guess not. BTW I worked with many GOP Ward3ers in the last election and I dont recall any of them being worried about soy ink. Its great in all but you do know that soy has it's own problems. I guess not.

This is a screen shot of the proposed development at the former Babe's Billards site. There is slated to be retail on the first level and office space above. I have to say that from what is show here it looks like a nice building so congrats to the design team and I think this use of space on a scaled down size would be a better mixed use for the Janney /Friendship Library development. Why aren't these guys bidding on the redevelopment?

Well if Councilman Thomas, Ward 5, has his way most of the citizen traveling on the road today in Washington will be engaging in criminal behavior. Really Emergency legislation was enacted to stop you snow criminals.

The D.C. Council unanimously approved emergency legislation that will require drivers to remove frozen snow and ice from their vehicles.

But the penalty will be a warning, not a $50 fine.

Sure at the last moment they backed away from the cliff; Yet! this is DC and no small detail of citizens lives should be left from legal oversight and eroding constitutional rights and making up petty laws.

Just look how well existing laws are being enforced with regards to snow removal.

I will take a picture tomorrow and this car and this snow will still be there and yet by the time the sun warms up your car to melt the snow on it and the ink is dryin on the ticket, opps I mean warning, for now, you will know DC is hard at something.

Now I can see folks already saying, Now how do we know the cops did not have a box if snow in the trunk and then splashed it over the car and said "AH HA You have snow"

Heck maybe a bunch of kids or homeless folks got together and threw snowballs at your car and then the cops nabbed ya who know how this is going to be enforced.

My point is how would the officer prove that there was snow or you prove there was none or more then an acceptable amount. Does every speck of snow have to be off the car what are the measurements? I have questions! Is there going to be a picture used in court by either side? Can Bob Ryan be used as a witness? They go on.....

Well, Gotta love the District. Talk about marginal rate of utility for elected officials.

I believe Chancellor Rhee who was just on WAMU's Politics hours made it clear that she is in control. So if we don't like what we are being treated then we are to take it up with her and the Mayor. As for what she was on to talk about the Federal dollars about to rain down on District Schools.

Anyone in Ward 3 want to make a guess at how much of that money our over crowded rundown, political footballs, that produce some of the best students in the nation are going to get of that money.

Once again, take the cash cows that is 20015/16 for the District. It has the least amount of road maintenance, No Public Pool no Full Service Library and how about them schools.

Janney is not even scheduled to get repairs until 20014. So we already know what the rest of the District thinks about Ward3. We are a bunch of complainers that just so happen to contribute the second most funds into the cities coffers.

So what if school repairs & maintenance went on performance! Thus rewarding the best performers. This is what Ima hearin about all the time with regards to teachers. So if schools should be treated the same and your school puts up the big numbers it should get the rewards. Well, we really don't play that way do we. As all schools should be treated equal unless you in Ward 3.

Realizing that some areas also have a large demand on wrap around services from the District and Nonprofits to support students and parents and that extra funds are needed to be made available. I acknowledge and applaud it.

That said, on a school by school basis the funds for schools in Ward 3 particular the Janney and Wilson are a total joke in relation to tax dollars proffered by residence and student academic success.

The rest of the District is closing Schools and ours are busting at the seams. Does any of this make sense. We have no pool and our road are crumbling, our parks bursting at the seams and yet we are almost always last in line for a pie that Ward 3ers supplied the most of the batter.

So it seems that the Tenley Town Listserv is now starting to talk about the Janney School land swap.

I think we need to see some more folks, like a side cut of the underground parking. Besides as parking is a big deal I an wondering if giving teachers incentives to use public transportation is more responsible then erecting apartments. I am not against them and even fought in my day on behalf of developers to build some in Montgomery County to comply with their MPDU program.

Why this plot of land why not buy the air rights over metro and build the tower of bablel if it suits someone and makes economic sense. We are now being faced with a lost of marginal utility on this present proposal because this deal involves public land that is in use.

As to show that we are not anti development, if anything other then the all ready planned, approved, and documented uses of the existing land were to be brought before the pubic as this plan has not why not have other configurations in mind.

Like a mixed use site with the libaray on top and walk in retail shops. There is already street parking there and Metro takes care of the rest. What is really different here is that the business add value by bringing money not giving it out.

And then develop over the North West Tenley Metro entrance. Heck take out all the way to Guapos, allow the shoe and coffee vendors the ground floor across the street and then you can build 600 apt and only have to add a couple of floors to the Wholefood Deck.

On February 13, the following emergency rule was issued by DC Public Schools: “The Chancellor of the District of Columbia Public Schools (DCPS), pursuant to section 103 of the District of Columbia Public Education Reform Amendment Act of 2007 (‘Public Education Reform Amendment Act'), effective June 12, 2007 (DC Law 17-9; DC Official Code § 38-172), and Mayor's Order 2007-186 (August 10, 2007), hereby gives notice of the below emergency and proposed rule. Emergency action is needed to preserve the consistent application of the District's Freedom of Information Act throughout all District government agencies. With the passage of the Public Education Reform Amendment Act, DCPS became a subordinate agency to the Mayor and subject to the rules of the Mayor. This emergency and proposed rule will delete rules for the implementation of the Freedom of Information Act from Chapter 34 of Title 5 of the District of Columbia Municipal Register (DCMR), rules that were promulgated specific to DCPS as an independent agency and which are now in conflict with those promulgated for all District government agencies. This emergency is necessitated by the need to ensure preservation of the public welfare in general, to remove a direct conflict in regulations, and to clarify the procedures that DCPS is required to follow in response to a Freedom of Information Act request. The emergency rule was adopted on February 9, 2009 and became effective immediately. This emergency rule will remain in effect for up to one hundred twenty (120) days, unless earlier superseded by a notice of final rulemaking. The proposed rule will be submitted to the Council for a forty-five (45) day period of review. The Chancellor also hereby gives notice of the intent to adopt this rule, in final, in not less than thirty (30) days from the publication of this notice in the DC Register or upon approval of the rule by the Council whichever occurs later.

“Chapter 34 of Title 5 of the DCMR is deleted in its entirety. Title 5 of the DCMR is amended to add a new Chapter B34 to a new Subtitle B to read as follows:

“CHAPTER B34 FREEDOM OF INFORMATION
“B3400 GOVERNING REGULATIONS
“B3400.1 The regulations found in Chapter 4 of Title 1 of the District of Columbia Municipal Regulations shall be the rules and procedures followed by the District of Columbia Public Schools in implementing the District of Columbia's Freedom of Information Act, effective March 25, 1977 (DC Law 1-96, DC Official Code § 2-531 et seq.).
“Comments on this rule should be submitted, in writing, to Michelle Rhee, Chancellor, DCPS, at 825 North Capitol Street, NE, 9th Floor, Washington, DC, 20002, within thirty (30) days of the date of publication of this notice in the DC Register. Additional copies of this rule are available from the above address.”

The congress, the reserve, the Office of Thrift Supervision OPHEA, Fannie, Freddy, and the VA HUD have all been told by me and for years about the problems in your communities.

Well, they all have not done one thing positive for you and with the exception of a a few states and local authorities none one else has either and in some case are detrimental.

Did you known that the so called news show 60 minutes has been faxed again and again and not one producer thinks the 80 million homeowners are Sh*t out of luck.

So to all the banks, investors, and governmental agencies that own so many of these homes now I believe everyone of you are in for a RICO charge the first one of these in a CIC that you own and sell and do not disclose the state of the communities, budget, documents, and board actions.

If you are not paying your communities assessment while you own one of these because of foreclosure then you are now undermining the very community your property is in and in some cases has forced seniors to have to move out because of habibility of the premise.

No one pays the bills,

the insurance, lights, heat, water, security, upkeep and repairs do not get done. The community goes to HELL.

Who is responsible besides the owners. Everyone that is doing nothing to change it.

But now, after the TARP, the auto bailout, the stimulus package, the Fed rescue packages and various other federal interventions, rich people no longer get to set their own rules. Now lifestyle standards for the privileged class are set by people who live in Ward Three.

For those who don’t know, Ward Three is a section of Northwest Washington, D.C., where many Democratic staffers, regulators, journalists, lawyers, Obama aides and senior civil servants live. Thanks to recent and coming bailouts and interventions, the people in Ward Three run the banks and many major industries. Through this power, they get to insert themselves into the intricacies of upscale life, influencing when private jets can be flown, when friends can lend each other their limousines and at what golf resorts corporate learning retreats can be held.

Now if we could just get the powers to be to fix Janney Elementary School instead of playing games with the lives of the folks here to force a development deal that would steal the only playing field on the school's ground. Hey maybe Obama can put it in the Stimulus package.......

So if you're not privy to the gowning brew ha over the redevelopment of the Tenley Town Library and the role Janney Elementary School consider yourselves put on notice.

So let get this all on the table and take a peek at the Janney PTA site.

The SIT has continued to advocate for a Janney facility that will meet the current and future needs of our community. According to documents acquired by the ANC under the Freedom of Information Act, Janney's place for an addition in the draft Master Facilities Plan - a multi-year capital plan for facilities additions and enhancements being drafted by the Mayor's Office of Public Education Facilities Modernization - was moved back from 2010 to 2014. The SIT is seeking answers as to why this occurred and has formally passed a resolution that highlights concerns about this process and recommends that Janney Elementary School be placed on the schedule for a new addition in 2010 and that a full modernization of the existing building occur in 2012/13.

At the same time the Mayor's office has pressed forward with negotiations regarding a mixed use project on the Janney school/Tenley library site. In a letter dated January 12, 2009, Deputy Mayor Neil Albert responded to concerns raised by Councilmembers Cheh and Brown regarding the proposed development plans for the Tenley library/Janney school site and updated them on the process to date.

So how the District is going to treat the taxpaying public school going families is pretty self evident.

Guess what! Unless the majority of the parents plan to do something more than then a few random protests -- say good bye to Janney's athletic field and say hello to 9 stories of Apts with a multiple story parking structure just a few feet away from the kids.

I am sure the generation of families that have sent their kids to Janney are proud and the kids that will attend Janney without a field will have you to thank.

CNN) -- The Saudi Justice Ministry Tuesday issued a
"clarification" of a court's handling of a rape case and the increased
punishment -- including 200 lashes --meted out to the victim. Human rights groups want Saudi Arabia's King Abdullah to drop charges against the rape victim.

The case, which has sparked media scrutiny of the Saudi legal system,
centers on a married woman. The 19-year-old and an unrelated man were
abducted, and she was raped by a group of seven men more than a year
ago, according to Abdulrahman al-Lahim, the attorney who represented
her in court.
The woman was originally sentenced in October 2006
to 90 lashes. But that sentence was more than doubled to 200 lashes and
six months in prison by the Qatif General Court, because she spoke to
the media about the case, a court source told Middle Eastern daily
newspaper Arab News.
Al-Lahim told CNN his law license was
revoked last week by a judge because he spoke to the Saudi-controlled

In a statement issued to CNN, Saudi Ambassador to the United States,
Adel al-Jubeir said, "This case is working its way through the legal
process. I have no doubt that justice will prevail."
The
Justice Ministry acknowledged in its statement Tuesday that the
attorney is no longer on the case, saying he was punished by a
disciplinary committee for lawyers because he "exhibited disrespectful
behavior toward the court, objected to the rule of law and showed
ignorance concerning court instructions and regulations."
It
added that the permanent committee of the Supreme Judicial Council
recommended an increased sentence for the woman after further evidence
against her came to light when she appealed her original sentence.

The judges of that committee also increased the sentences for the
perpetrators based on the level of their involvement in the crime.
Their sentences -- which had been two to three years in prison -- were
increased to two to nine years, according to al-Lahim.
The
ministry also said it welcomes constructive criticism and insisted that
the parties' rights were preserved in the judicial process.
"We
would like to state that the system has ensured them the right to
object to the ruling and to request an appeal," the statement
continued, "without resorting to sensationalism through the media that
may not be fair or may not grant anyone any rights, and instead may
negatively affect all the other parties involved in the case."

The statement also described the progress of the woman's case and
explained that it was heard by a panel of three judges, not one judge
"as mentioned in some media reports."
It said the case was
treated normally through regular court procedures, and that the woman,
her male companion and the perpetrators of the crime all agreed in
court to the sentences handed down.
In Washington, State
Department spokesman Sean McCormack said U.S. officials had "expressed
our astonishment" at the sentence, though not directly to Saudi
officials. "It is within the power of the Saudi government to take a
look at the verdict and change it," he added.
White House
homeland security adviser Frances Townsend, who announced her
resignation Monday, called the case "absolutely reprehensible" but told
CNN's "American Morning" the Saudis deserve credit for their assistance
in battling terrorism. "This case is separate and apart from that, and
I just don't think there's any explaining it or justifying it," she
added.
The case has sparked outrage among human rights groups.

"This is not just about the Qatif girl, it's about every woman in Saudi
Arabia," said Fawzeyah al-Oyouni, founding member of the newly formed
Saudi Association for the Defense of Women's Rights.
"We're
fearing for our lives and the lives of our sisters and our daughters
and every Saudi woman out there. We're afraid of going out in the
streets.
"Barring the lawyer from representing the victim in court is almost equivalent to the rape crime itself," she added.

Human Rights Watch said it has called on Saudi Arabia's King Abdullah
"to immediately void the verdict and drop all charges against the rape
victim and to order the court to end its harassment of her lawyer."
